why would they make these a 162 trivial smithing combine?

just seems its a bit out of place to make a cultural sewing kit that high of a trivial for smithing... So now my Ogre has to get 162 smithing in order to do some cultural tailoring... very odd to me

If you're only interested in tailoring, remember that you only need one. Just about anyone can power through to the end of banded smithing, at 115. At that point, you have a 45% chance to succeed at a skill 162 combine. So, buy three sets of components, you'll probably succeed at least once, and you're done. Besides, you need the skill to smith yourself the needle anyway.
