I have gotten 3 tailoring skillups on my 9 attempts at Master's armor. So, yeah....it can give skillups. I succeeded on 7 of those, btw. And my tailoring skill is at 234 now.

I am seriously looking at the armor as a skillup route. Only non-storebought piece is Shissar Scales (I'm Vah Shir), and they aren't that hard to come by. Hunting in Ssra for a couple of hours will give me nearly a stack. Since you only need 1 per combine to 290 (sleeves), that seems much better to me than any other farmed route. And it is relatively cheap. Need 1 Small and 1 Large Spool of Ancestral Acrylia Thread...total cost: 91.884p.

Not only do they give skill ups, but I've had a phenomenal skillup rate so far, on both the armor and the augments. Of course the old pros will tell you this is a combination of luck and the recipes being at the perfect trivial level, which it is, but I was so happified by it that I'm now using expert augments as a skillup route.

Unfortunately, my armour (Erudite) takes two non-storebought things... Nightmare silk swatches (always were rare) and midnight stones (also fairly rare)... not a very good way to skill up

My tailor (was tailoring 180) got nice skillups on Expert Symbols (4 in a row in fact, to 184). I am making those for sale.

My smith (200) is skilling up on Expert Sleeves (both are High Elves.. using Drachnid Silk and Fungus Sap as drop ingredients). This is a good skillup path for 200ish High Elves. As a matter of fact, I am destroying expert High Elf plate sleeves, because I don't want to flood the market. NO MORE Acrylia! Sleeves are wonderful, because they only take one swatch/bar/sheet. and they are highest trivial other than pants or chest piece.

Update: From 231 to 239 on Master's Vah Anima Cultural.

              Attempted:
              40 Wristbands
              4 Gloves
              3 Tunics
              2 Leggings
              1 Boot
              1 Helm
              1 Sleeve

              52 Total

Skillup Rate = 52/8 or 6.5 attempts per skillup.

I have skilled up on expert woodelf items, and symbols (lambent stones are fairly easy to come by)

Guess next stop ssra ... also items are selling ok in bazaar but I am the only person on Saryrn making them at the moment from what I can see.

So far made around 10 points in tailoring so very happy with this - especially as I am at the cat pelt stage.

Went from 284 to 290 on 41 combines of Master WE druid arms, so yes, they definitely can skill you up.
