I been foraging in FV FM and Dreadlands with little sucess . Where is the best zone to forage for items to make loy ribbons.

I'd advise using the white ribbon option unless you were foraging for the ones you were previously so you could go on to your character's cultural robes.
Steamfront Spring Water is a fairly frequent drop from Grikbar kobolds in Steamfront and can be foraged at the same time, there is a large camp of them near the PoK book and 2 smaller camps in the zone. One other bonus is that sometimes gnomish alts/newbies have sold a bunch to the nearby merchants.

is it just on a low forage table the loy ribbon parts. I am using a foraging machette to get 220 in hope that will help.
I was under the impression that since Foraging is capped to 200 that the Foraging Machette would not raise the skill past the 200 barrirer. If I am wrong please let me know and I will re-equip my character with it.

When you have a tradeskill, and open up the tradeskill container with your geerlok or trophy equiped, the container gives you the adjusted skill. But your inventory skills window gives the BASE unadjusted skill.
However, my guess is that the foraging machete will increase you past 200 even though there's no "container" to be able to open to confirm this. I base this on my experience with the research skill. Research is also capped at 200 skill, but it DOES have a container that shows your modified skill. When equiping the research geerlok, the skill is 210, right where it should be. Id say that because the number shows up, you are indeed functioning at 220. However, I don't think it's possible to fail a forage at 200, so it's sort of irrelevant. At least, I don't ever remember seeing a fail since getting to 200 many months ago.Huntmaster Caelith Dawnrunner 85 +2071

At 200 skill, forage never fails. Also skill has no effect on quality of foraged items.. Rabbit meat is just way more common than dragon eggs
Druids.. look at your AA abilities. There is a Forage Mastery AA, that increases your chance of getting (2) items per forage. There are 3 levels available. I have level 1 currently and I usually manage to get doubles every 3rd or so forage. I suspect that by level 3 you will "always" get 2 items. And the items are NOT usually the same. But hey.. it still gives you more chances.
If you /autoforage - /autoinventory from ingame macros, don't forget to put in another /pause 2 /autoinventory line or you will have the 2nd item stuck on your cursor till you hit your macroed key again.
<disclaimer> This is written from memory. Not sure if the name is correct, or if any other classes get this cool AA.

I believe it is called Nature's Bounty, but yes Mar you are most definitely correct. I have also had really good success with only one rank in it (maxed 200 skill of course). I get doubles quite often. I would get another rank in it except that it would fill up my bags very quickly.
