Wu's armor is monk-specific armor. It's not made by a smith, but by a tailor. Check the recipe list in the tailoring section, or search for "wu" and you'll find the armor (and on weapon, Wu's fighting gauntlets). If you're of a mind to make it for yourself, consult the "Learn a Skill" section for advice on learnng tailoring.
