Skill Cap for PoP Silks

My skill is 187 and i wanted to try today Stornweave Sleeves.
I put all items in my Collapsible sewing kit and then i got the message:
"Your skill is not high enough to consider to a make this combination" its not the exact text, but it said my skill is too low?

Is this old or have i overread this at all recipes?

I have thought you had only skill cap at Cured Ethereal Energy.

I was under the impression that you couldn't do any pop tailoring unless you had the 220 skill (or lower with modifier). I thought I read that somewhere, but I could be wrong.

All of the high PoP tailoring requires a 220 tailor. It has always been this way. Mods do not help on this either.

I thought they *did* help. (Look at the ethereal silk swatches, which you can use to get from 210 to 212.)

Pop Tailoring

Modifiers do help with Pop tailoring - if you are at least a modified 220 you can attempt the combine.

Hmm, not sure what i was thinking when i said that. Yes mods are usable for the 220. I know this as I skilled up on the rings myself for smithing.
