Pelt trade in?

Under the last Board before the update i saw a post saying that there was a way to trade in pelts for higher quality pelts.

i.e. 3 low quality for 1 medium and so on and so on.
I remember seeing the NPC in the froglok city. But i cant remember his name or if this even exist.

Of note: This only works with LQ and MQ bear/cat/wolf pelts. According to posters there, does not work with Lion Skins or Rockhopper Hides.
