LoY robe question

Still a little confused....
Say I got these runes...i get a wiz or someone to make the swatches....Can I make the stuff as a ogre or do I have to be a DE or one of the other races?

You HAVE to be the race the robes are for. Anyone can wear the robes but only that particular race can make them.

And it may not be restricted combine-wise, but you need a no drop pattern from an npc who will answer ONLY the right race. They even see through illusions.
