Guildie of mine is reporting Shadowscream bracer and mask are trivial at 196 now, and gauntlets at 198. Is this a bug?

Doubt it! Most likely someone saw a trivial message from a subcombine, and panicked.
Reports of lowered shadowscream trivials pop up on these boards all the time. Thus far they have ALL been false.

Have just recently skilled from 228 to 232 in 40 combos of SS gauntlets. I can confirm that the trivial has NOT been changedComment
