Where is the best spot to find Dwarven Blood. I have tried BB and OOT and had very bad drop rates.

Somedays I feel like a vampire....
Go to Crushbone... kill the elf and dorf slaves... will get anywhere from zero to 4 bloods per cycle...
In slave pits:
one just inside down int he pit
two along the wall to the left in a pit
one in the pit with the gnome magician (who I kill for spite)
In the slave tunnels:
three along back left wall
one along back right wall
possible additional spawn of the dorf needed for kaladim quest
In the huts outside:
one elf and two dorfs near the smithy area
that is eleven confirmed with a possibility of a twelfth.
I can usually kill them, whack a few orcs and then swim back from the slave cave to the slave pits in the moat for a few swimming points... have a minute or two to med or drink before the next one pops... -
Try the bazaar and also try vendor mining. I find dwarven blood for sale frequently. I have found it fairly often in Neriak.

Dalnir, top floor. Coerced dorfs drop blood a lot. There is also a ship in Dulak that has dorf crew, think it's Dandolak, not sure though.
