As far as I know, Ivory is drop-only. It isnt very rare, though. -

The brutes in Warsliks Woods in the caves just outside of Dalnir seem to drop a lot of ivory, amber and jade, to give you an idea of the level of mobs that tend to drop ivory. Would say lvl 20 on the average.
Check vendors (especially in or near zones that have mobs around lvl 20) should be able to find some ivory that way.Zararazu Twoflower, 66 iksar monk, Solusek Ro
