Freeport Vs Qenos for BD Cultural??

I am doing some research for a friend that wants some Fine Heraldic made.

I have a couple of questions:

In looking at the recipies page I see that all the Heraldic armor is from the Qenos forge?

Also I see that there is NO BD CULTURAL that can be made in freeport? True or Not?

Is the Qenos forge only for use by people who were born in Qenos or can any humans use that forge?

Basically.. Does he need to find a human smith who was born in Qenos to make him armor? Or just any human smith?

If only Qenos smiths can make xxx heraldic armor then human paladins from freeport got screwed bad and can't smith their own armor... then again, barbarian smiths are equally screwed I guess.

There is cultural that can be made in Freeport...but, it's on the <a href=http://www.eqtraders.com/secrets/recipes_smithing_human_freeport.htm">Freeport</a> link. The forge doesnt care where you were born, just what your true race is.

Fine Seafarer's Armor needs Infused Medium Quality Ring = BD's

gloves AC 12, DEX 5, HP 25, mana 25

skirt AC 15, WIS 5, HP 40, mana 40
boots AC 16, DEX 5, HP 30, mana 30
sleeves AC 16, 30 mana, 30 HP
coif AC 17, INT 5, 30 mana, 30 HP
leggings AC 22, HP 40, mana 40
tunic AC 30, STA 5, HP 40, mana 40

Definitely BD cultural CHAIN armor quality.
The Keyword here being Chain. Check out the cultural BD Chain for the shaman races to see similar stats (albeit with more WIS/INT).

EDIT: ANY human smith created in EITHER City can go to BOTH the Qeynos and Freeport forges and make Human armor. So a human smith can go to Qeynos and make armor for a Human Paladin from Freeport.... Hope that clears it up.

False. Fine Seafarer's armor requires BDs and is made in Freeport. It is chain armor.

Any humans can use that forge.

That would be bad, yes. Barbarian smiths can make their own cultural armor.
