I've heard that highest skill you can effectively have is 252. Can anyone confirm or deny this? AKA if I get a 15% mod item, will it make my effective skill 287? Or just 252 like a 5% mod geerlok item?

The sky ... errr, 252 is the limit, no higher. No amount of +% to Smithing skill will reach beyond this.

Technically, 250 is the limit that a tradeskiller can attain.
The highest modified skill limit is of course, 252 as mentioned above.
So, anyone with a 250 skill already, and a 1% modifier item can attain 252. A 15% mod item makes no difference over 1% when your unmodified skill is already 250.
((NOTE: I don't know of any 1% modification items personally, that's just an example))
Of course, anyone with a 220 skill, and a 15% modifier is already at their maximum modified skill level of 252 anyway. *grin*

From personal experience with a 15% smithing skill mod item and at 250 unmodified skill it doesn't seem to effect my success rate on cultural and sickles and such at all so I would conclude that it doesn't take you upto 287 modified skill.
