Massive Girdle of the Forge?

Can someone tell me some information on this? Where does it drop and what does it drop off? I have seen it mentioned several times, and as an item in Magelo Profiles, yet with the Search function, cannot get any hard data. Many of the equipment sites on the web do not seem to have any inf.

Drops in Sanctus Seru, off one of the Preatoriums (house leaders) on the top floor of one of the houses in the large walled area straight in from zone
