celestial solvent - where it be?

Up to 115 smithing and was going to do the embroidering needle next - but I cannot find celestial solvent. I have looked around on EQ Traders and cannot find the loc of a vendor that sells it around pok - shadowhaven - or bazaar? And I can get the solvent and then combine with scent of marr to make the essence, use essence to make needles - use needles with cinnamin to make Fier'dal needle and then sell to the vendor for a little pp - all this correct?

Goto the dark elf vendor in the stall by the fishing pool in POK he sells the solvent (looks like a grey vial) its in i beleive his 10th invendory slot.

Then you go upstairs to the rogue vendors and buy the scent of marr.

Its the closest vendors i know of to get ingredients forthis combine (also the rogue vendors sell the mortar and pestle too
