    There is no "best".

You'll just start a debate that way.

Start a character because you want to play that class, and it'll do just as good as any other class.

Oh, and max your wis/int at 255 . You'll need other skills to bring smithing up, mainly tailoring and brewing, neither of which strength matters at all.

While there isn't a "best", if your main reason to start a character is to work on smithing, you might want to keep an eye toward which races have cultural smithing options, and which classes will be able to get high int/wis.

Dwarf, human, troll, ogre, elves and maybe a couple others all have cultural smithing, so you've got a lot to potentially choose from.

That said, you'll get a lot further in the long run if you choose something you'll enjoy playing, if for no other reason than that at certain levels in your smithing career, you're going to want to be able to go farm components (NO DROP components for shadowscream or cultural, for example), and if you hate actually playing the character, you'll have a harder time getting him to the level you want for the farming.
