Where might I find this ? I know it sounds like a dumb question, but I cant seem to track any down other than the bazaar.

Frost giants drop fairly frequently, as supposedly do the yetis in DL.

I can confirm that the tundra yetis in DL do drop Essence of Winter. It is a rather uncommon drop, as I've only looted about 1.5 stacks in the past week or so.

Ice giants, not frost giants, I believe.

essence of winter drops from alot of mobs in permafrost, plus youcan get the ice goblin blood there also.
