It seems trolls have a lot of recipies for smithing weapons. Do other races have an equal number?

More specifically Worked Wakizashi can other races make use of these old world weapons in new smithing?

To the best of my knowledge, the answer is no. Trolls received the ability to re-work old world weapons but didn't receive any cultural armor.
