it looks like he's trying to turn regular ore into HQ ore. the point of failure is converting the hooked arrowhead back to ore. Don't work. so his answer is still no.

You can't convert arrowheads to ore, so no.

He was trying to convert normal ore to HQ ore.

The only things you can convert to HQ ore are Fine Steel weapons. No fine steel weapons = no HQ ore conversion, period.

hooked arrowheads= 3 small bricks of ore, file, water (yields 5)

Hooked arrowheads + water = Small brick of High Quality Ore NEVER heared of it, and really dont think so. Sorry.
