What do I need to scribe to make Stalwart Weapons?

I've been out of game for 3yrs and just recently found the time to play again. I was trying to upgrade my Monks gear by making a Stalwart Ulak with my 300(336 w/trophy) Smithing Dark Elf Cleric. I keep getting the You are close but try something else message which tells me I need to scribe a book/scroll from PoK. But, I've tried them all. I must be missing something.

Any suggestions?

It turns out that the appropriate scroll to scribe, "Stalwart Weapon Smithing," is not sold by the tradeskills vendors to the left of the library entrance in PoK. It is sold at most standard (i.e. non-special) smithing vendors. (ex: Borik Darkanvil in PoK)
