Is there any place in Neriak Third Gate that sells just a regular smithy hammer and water?

I've looked many times and never found either of these items in the zone, its fairly annoying that the vendors there don't even sell basic smithing supplies.

I've looked many times and never found either of these items in the zone, its fairly annoying that the vendors there don't even sell basic smithing supplies.

As is often the case, the site provides the information you need: no Smithy Hammer in Neriak 3rd Gate, no Smithy Hammer in Neriak Foreign Quarter, but you can purchase one from two vendors in Neriak Commons. Alternately you could look at the item page itself for this information.
