Just to update this line...

As of the most recent patch the ability to learn the recipes without being sufficient skill level has been disabled. You are now REQUIRED to be 275 to use the recipes. Sorry to be the bearer of bad news...

Currently, I am able to make the templates without the req. skill level to scribe the book. I learned the combine and could fine it in "search" following a successful combine. However, I was unable to attempt the final armor combine.
