The only outright missing component I see is the fuel. Dull Black Coal for ornate armor; merchant obtained in PoK, AS, or CR.

However, you also say 1-3 on your cultural ore (brellium). Every recipe should only require x1 ore.

Im not intimately familiar with dwarven materials so Ill assume youve at least gotten the right race specific materials. Your recipe should be:

x1 <race> Smithy Hammer (whatever its called for dwarves)
    x1 Malleable Loam
x1 Mold for <race> <slot> (from armor book quest)
x1 Fulginate <slot> Template (subcombine from 1-3 dropped ores)
    x1 Dull Black Coal
    x1 Fine Brellium Ore
    x1 Water Flask

Thanks, thats what am trying and seem to be having issues
      x1 Dwarven Smithy Hammer
      x1 Malleable Loam
x1 Mold for <race> <slot> (from armor book quest)
x1 Fulginate <slot> Template (subcombine from 1-3 dropped ores)
      x1 Dull Black Coal
      x1 Fine Brellium Ore
      x1 Water Flask

Not working, presuming i have the right forge ( the one in Kaladim at the forge building)

Should be Fair Brellium for Ornate armors.

        Ornate =
        1x Water Flask
        1x Fair your_race_metal
        1x Dull Black Coal
        1x Malleable Loam
        1x Fulginate your_armor_type your_armor_slot Template
        1x Mold for your_race your_armor_slot
        1x your_race Smithy Hammer

Ok, it looks mostly right (I skipped Water Flask first time I looked at what you had ).

When you open the forge, it should say your Blacksmithing skill at the top, and what type of forge it is just below that and the forge icon.

You may also need to buy the books so the recipe is in Recipe Search. I haven't tried any since the revamp without them being in the Recipe Search. You can buy the Cultural recipes books in PoK, AS, CR, and possibly other zones.

        Yther Ore.

          Gotta get the books

Yes you need to get the books. The new recipes are not allowing experimenting so in order to be able to make the armor you need to buy the books. This will make the recipe searchable. Make sure you get both the cultural scrolls and the smithing books. The cultural scrolls will make it so you can just search for Ornate. If you are in the correct forge then the recipe list will show all the Ornate recipes and so will tell you what you need and show you what you have/what you are missing.

You can experiment currently, my partner who is at 260ish smithing was able to guess the recipe for the elaborate armour.

I think you recipe is incorrect above, the coal is only used to make the template, not the final armour?

No, that is... Yther is entirely correct as that is the pattern I've seen in wood elf smithing.
