Has the stats changed on the armor and symbols? Or is it the same, just new materials to make them.

do you still have to do the quest to do gm gear or is it all buy farm able stuff

The "quest" for the armour patterns is needed, the "Simple/Intricate/Ornate/Elaborate Book of XXX Culture" is only needed if you want to make the symbols for the armour.
