Probably not, but it is more likely than cultural waters...

Now instead... if there is another vendor in the same zone that is appropriate I will consider it, but merchants sell what they sell, not everything as a one stop shop. I don't mind making single zones more convenient, but I don't want to add stuff to merchants just to make single merchants one stop. The merchants each have their specialities.

thats fine just gets annoying to realize i have no water and have to zone back over to get some instead of just buying it in that zone itself.

Like I said. i have no problem getting it in the same zone. I just do not think they quite belong on those specific vendors

It helps to get a suggestion of a specific NPC that caries other drink like stuff in the zone.

Well the Maidens Fancy has a large selection of drinks. And, its where you once had to go for Neriak Nectar, so that might be a good choice for putting water. (I guess its not too uncommon for water to be served in a bar, right?)
