Angelsyn's recollection is correct. The old cultural recipes came just before Velious, but each brick of metal the recipe required needed an expensive gem to make.
The Dwarven armor required Jacinths. You would need one jacinth for each large brick of Brellium, therefore 3 were needed for the each sheet of Brellium used to make plate armor. Very little of this armor was made.
After Velious was released, they dropped the gem requirement for the metal. Imbued gems were still required for the deity specific items, but only one gem per piece of armor.
That's when I got into the Dwarven Plate market in a big way.
