If you find a lvl 70 druid / cleric and get a paragon for him / her then they won't run out of mana, ever.
Mass imbue emerald is 600 mana, 10 sec cast.
Manaregen with full buffs and paragon is close or over 400 / tick in guild hall pool. Consider the cast takes 2 ticks... you do the math

Pure Enchanted Velium Bars are not learnable, but if you hate subcomines (i.e. sickles bleh) it's not a terrible way to skill up. But it is expensive.

I spent 100k on supplies (velium bars, tempers, etc) and netted a total of 10 skillups.

By the way, while not resellable, they are not a total loss. The PEVB is a component of the Aid Grimel earring quest (part 3 Jewelcraft). The combine is trivial 315, so if you have the space, you can save these for JC skillups later.

You have to have the proper planar flagging of course to do the quest, but they do have a use after you're done with them.
