DoN Iksar Cultural Problem (Faction)

For some reason the NPC in Cab cons Apprenhensive to me and will not give me any text.

I am an Iksar SK.

The other threads suggested going from Freeport to Queynos and they were able to get the other NPC to give them the quest dialogue but well I don't see what I can possibly do being Iksar AND a Shadowknight.

Not many towns like me.

Any suggestions?

kill explorers in LOIO and turn their knives in to the iksar NPC

The bone chips worked great, I only went to Kurns for 52 chips and after those turn ins went from Apprehensive to Indifferently and received correct text.
