DoN GM book at level 65

I have been reading this forum for some time but never posted. My question is regarding the DoN Grandmaster’s Book quest. Just made it to 299. That last point seems to be a bit elusive. I stopped by the High Elf quest giver and to my surprise I was able to get the task. I read on another forum that you have to be level 70 to do it. I don’t want to go kill all those spiders and drakes and be denied the GM book. Anyone do it at level 65?

It used to be 70 but has since been changed to 65 for quite some time now.
