I would say, hands-down, that the best skillup path for me would be Tae Ew Shields. The bloods for the temper are common (Iksar, Sarnak, and Froglok) in the bazaar, at least on FV, and can be bought relatively cheaply.
The Tae Ew blood does require farming, but CT isn't too murderous a place anymore. You can fight at the zone-in, in the maze, or deeper, if you dare. If you go deeper, like by the big pyramid, you can get the ingredients you need to make the plate armor. It takes a decent group to do it efficiently, but I've landed 10+ bloods in an hour. While the xp isn't uberiffic these days, xp is xp.
The best part, though, is that once you have the bloods and blood tempers, the other pieces are vendor-bought right next to most forges. A kite shield mold and two sheets of metal cost less than 5pp.
