Half Elf Smithing Hammer for DoN

Do Half Elfs require a combine smithy hammer from Katta because they have no culture of their own?

I just finished the GM quest last night and was gathering the stuff to try my hand at a combine.

I was looking at the recipies and noticed that requirement.

I don't know why we use the Combine Hammer, maybe the devs thought it would be better than adding yet another tool. It seemed awfully mean at the time; first we get no cultural armor, then we have to go to the moon to get our hammer, while most other races can buy them in their home city. It can be a dangerous trip for low levels - I ended up being chased all over Katta by a vampire while the guards ignored by screams for help.
