I cant for the life of me remember what mob drops the +15 tailoring belt, Iam sure its a luclin mob but does anyone know for sure?

There is no +15% tailoring belt.
there is no +15% smithing belt either

+ 15 %tailoring item is scissors drops off shei

+ 15 % smithing items are gloves from vt and hammer from ssra

I forget if it's +10% or +15% to smithing, but there is a belt that drops in Sanctus Seru with that mod off of one of the guys for the sigil earring quest. Unfortunately, it's large races only!
