Bug in movement / merchant hails?

There is a guy sitting at the forge in Fewithe on Sullon-Zek server that never seems to move, but Belinda Claygrinder seems to want keep selling him stuff.

He has been there for about a week now every single time I log in. His name is ******. Each time I am there, I see Belinda say something to him (who is on the second floor of the Shop of All Holds), and then I go see him standing at the forge not even a second later.

Could this be a bug, or is there some kind of exploit which allows you to shop at a vendor on the other side of the zone?

I do not know if this is an exploit but if the person is a caster type then he could have bound at the forge and be gating back before you get there.

If it is an exploit or you think that it is it may be worth talking to the GM's on your server about.
