Even though they aren't in the database, they are not 'new' items.

These are used in quite a few of the Newbie armor quests. Here's an example: Kelethin Bard (Tranquilsong) Armor

I think there's several people who are doing complete write-ups of newb quest armors for the DB. Odds are, however, that a mod will move this to DB sumissions unless that particular write-up has been completed.
