I got a magnetic bracer the other day and put it on as it is an upgrade.

I am a 250 smith, so I am able to charge it if I find a lighting core.. or AM I?

Can one do this for their own worn bracer if it is now no drop and been attuned?

Yes you can upgrade a piece once you put it on.

The drawback about wearing something and then wanting it upgraded is YOU have to be able to upgrade it yourself since the piece becomes no drop once worn.
