I'd guess it's dropped off of some mob that hits for 2k and has an AE.
But iksar and froglok warriors sometimes can get molds from their guild... so maybe it's just a matter of talking to the right person (and giving him a cookie).83/1000 High Elven Enchanter on cazic (8x300 tradeskills) -
A number of new things are dropping in PoI for various epic quests... Maybe check there?

Gemming Mold
The Gemming Mold is sold in Sanctus Seru from Armorer Caedus (80, 475) for a little under 3 plat. Combine the mold, 2 high quality metal bits, and a flask of water in a forge to get your Gemming Tool. Trivial 115.
The mold is not nodrop, so if you are KOS in Sanctus Seru send an alt.
