Enchanted velium bits till 222 buy the velium in the bazaar. rest is available in thurgadin.
beyond that it gets a little more difficult...

Cultural if its available to your race/class combo...

GoD weapon smithing - aligned ore and raw nihilite drops in natimibi but you can buy from the bazaar, the rest is store bought. The shimmering ore and shimmering nihilite can get you to 250 but will knock the price through the roof per combine depending on server economy.

              Pardon my noobness.

But it asks for spell: enchant velium. Is that combined into the smithing forge w/ the other materials, or must you first enchant the small velium pieces?

Ive done pottery and jc, but that wording seemed to throw me a bit.

              Thanks guys.

Yup, you stick the spell scroll into the forge and watch it get burned up.

Thus, most people do large runs of this combine in Thurgadin... as the spell scroll doesn't stack.
