Where do bars of shimmering steel come from?

Haven't been able to get ahold of this stuff in the bazaar, so I am wondering where shimmering steel and shimmering nihilite come from. anyone know?

The shimmering ore or raw shimmering nihilite are random drops in Kod`Taz and beyond. (Ikkinz, Yxxta, Txevu, Uqua, Qvic)
