I am very new to the Smithing Tradeskill. I would like to know that if a halfling smith can make troll cultural armour if she uses the troll forage in grobb? Or can a human use the cultural forages or all races and make different racial armours?

No. If you are not the race of the particular cultural armor you can't make that armor, period. Trolls make troll cultural, barbarians make barbarian cultural, humans make human cultural, etc. Barbarians can't make troll cultural, trolls can't make human cultural, and humans can't make barbarian cultural. -
