If one were actually going to try and collect enough data to form rankings, I'd guess Ench/Imb Dwarven Plate breastplate & legs would come in as the very lowest tier, as they're some of the only old world cultural triv >250, and the rest of the set is =<250.
If I remember right, in the discussions which created the probably success rate formulas, there were alternate versions proposed which functioned off the "difficulty" of a piece as opposed to the "trivial" of a piece, which is thought to be the way its actually coded based on prima's stuff and some other sources (I forget what, its been a long time since that thread :P). The "difficulty" levels of pieces were much lower and more closely spaced ... given the common high end trivial points we know (like 242), one could try and extrapolate likely difficulty points that would follow in sequence. Compare that with rough trivials estimated via reverse use of the probability of success based on trivial formulas, and you could probably get a half decent approximation of the tiers of difficulty.
