Upgraded Grandmaster's Smith Hammer

So I finally get my Grandmaster's Carry-All from Jollum in the bazaar and then after that he talks about upgrading your trophy. (He then lists all of them in parenthesis) I ask him about upgrading my Grandmaster's Smith Hammer.

He responds with, "Ah yes you have the strong arms of a smith. To upgrade your Grandmaster's Smithing Hammer simply place it in a forge and bang on it with a mundane smithy hammer."

I tried this, nothing. Is this a broken quest or something? Something new?

Actually, it's something old. Originally, the trophies only had the stats and no effect. They also weren't lore. After a while, there were upgraded and made lore, but since they couldn't retroactively make the items lore because people would lose multiple trophies (since you could have one in primary, secondary, range and ammo), they added the quest to upgrade it and retroactively changed the recipe to result in the new trophy.
