Cultural smithing & religion

in cultural smithing can you make all recipes for your race, or are you restricted to the ones covered by your religion?

IE.. A rallos zek ogre follower... can he make the armor for innothule? I know he can't wear it, but can he make it?

My Erollosi Marr high elf has been making Tunare-only cultural for a while now. As long as you have an appropriate cleric/shaman to imbue the gem, you're good to go.
