I think i've seen this before, but is the an imbued or blessed version of Fine Seafarers Armor equivalent to the Qeynos Plate Armor?

No, there are not Imbues for Fine Seafarers (or regular Seafarers, which would be much more useful IMHO).
Of course, Humans have more than enough of a market for their goods as it is, don't they?
If you're a Bristlebane following Rogue, see the Dwarves.
If you're a Karana following Ranger, see the Halflings.
If you're a Tunare following Ranger, see the Wood Elves.
If you're a Shaman, see your own race's Smiths (Ogre Smiths for Troll Shamans).
If you don't fit into one of these catagories, you don't have Imbued BD armour available... join the club, there's a few of them.Angelsyn Whitewings, Cleric of Tunare for 66!
