On the recipe list for cultural HIE smithing, folded sheet of mithril and mithril chain jolting says below 199.
Tried today, found it to be less than 115.

Thanks for your comment Ilona. I saw that discussion thread, but looking in it, I did not see any comments say that this should be the new place for updates.
