It's not that 15% is the "cap" on tradeskill mods. Rather, it's that you can only use one mod at a time; they don't stack. If you equip multiples, only the highest mod takes effect; the others are ignored. This is discussed in more detail in the FAQs here:

Hey. If you are in need of materials to make tempers for the new LDoN stuff, just send me a tell in game sometime. I am constantly foraging up stuff in those new dungeons. I even got a few pieces of the granite last night from a MMC crawl.

I won't even charge you. Heck, all it is is a simple turn while I am moving, thanks to hotkeys and mapping.
Holy cow Rewde! I am gonna take you up on your offer, however, I don't feel that it is right of me ask without offering something. Let's get together and talk. I'll get ahold of you tonight or the next time you are on.

Thanks, you just made my day!

          Nimphe,

The question I would ask myself is, do I feel that the 50 to 80k I spend on getting the Hammer, is a fair trade for the amount of time I would spend getting smithing to 250 without it.

One could compare the cost of buying the Hammer versus the cost of getting Smithing to 250 using other methods. But for me (if I had the money) I would put more weight into the difference in the amount of Time it would save me.

If a Hammer were to drop right this very second, you betcha I would not think twice and immediately go and buy it. That alone would save a ton of time for getting started with the Aid Grimel quest. That is my sole purporse. Next would be to get Smithing up to a raw skill level of 250.

But definately, Time and Money are the important factors.

I got the hammer specifically for the Aid Grimel quest. It saved me so much freaking time by letting me go from 192 to 212 on ethereal bricks. If you have a chance to get it before you bridge the 192-212 gap, go for it. But I definitely would not bother getting it post 212.

                  Slot: BACK WAIST

I would so love this Girdle, but alas, us poor woodland folk wouldn't be able to wear it.

Hammer is no drop, so selling it is not an issue if you are awarded it.

Well I guess I should rephrase. The hammer is a great item because it allows you to skill up from 192 to 212 using bricks of ethereal energy. Once you hit 212 it is still a nice item since it raises your adjusted skill to near max. If you want to only have an adjusted max skill, then the hammer is what you want. However, if you plan on maxing smithing then all smithing mod items are basically the same.

I just used the 212 figure because it is the point at which the cheap gap ends.

                          My thought on the question:

assumption = have the cash to cover it

pre-LDoN = absolutely. Skip a lot of SS, get 250 effective sooner

LDoN-able = mmm....maybe...at high levels, raising another 100kpp if you work hard at it isn't that hard...maybe you could get the hammer raid leaders to lower their price...so, a toss up

                            My thoughts on the issue...

Im a 225 smith, and when the hammer dropped, I was awarded it.

For me, the hammer wasnt about the free ethreal skillups, since I'd already gone thru heck for those. For me, it was about making myself max effective skill until the RNG sees fit to award me the points that I want.

With the hammer I can make the items I've always wanted to make, and I will skill up leisurely the rest of the way, without expensive powerskilling of sickles/cultural/whatever.

So even thought the benefit of getting one post 212 is lessened, I wholeheartedly recommend it if you have the plat, simply because it lets you do what you've always wanted to do, which is smith the top end stuff.
