I downgraded Scroll: Merciless Ferocity level 97 in order to make Scroll: Brutal Ferocity. The result did not combine.

I can't log into the game until I get back from Vacation - but did you try copying the pattern for Ruthless Ferocity or Savage Ferocity or Vicious Ferocity instead?
