Spell Tablet & Confusion

Spell tablets are just beginning to appear as loot. They seem to be marked as levels between 76 and 80 (guessing because I have seen only one but seen record of the set on Allakhazam). So, what level spells are they making? The produced spells are levels 81 through 85 I am observing and guessing from examples cited on EQ Traders. Could it be that the whole set of Spell Tablets are denoted incorrectly for level?

They not only have the levels marked incorrectly, they are also dropping off the wrong level mobs.
