I was wondering why some spells are researchable whilst others of the same level are drop only. I can understand ones that are quest. But some make no sense at all.

Has this one been overlooked or it is really no possible to make.

It is not possible to make at this time.

There are a fair number of spells in the 46 to 60 range (for base classes; for some classes that get the spell at a higher level it is over 60) that are drop only. Those spells were originally intended to be rare simply because you had to go looking for them, and it seems the designers still wish to keep those spells uncommon. Certain quest only spells (Ykesha mainly) were also kept on this list.

Other spells that were based on faction (SoF) or higher level quests (PoP, DodH and TBS) became Researchable along with higher level dropped spells (TSS), but the few drop only (or Kunark turn in spells) remain drop only. They are time consuming to get, but hardly impossible. Spirit of Eagle is considered one of the few rare ones that are still valuable in the present day, so it gets brought up a lot, but even that is not all that hard to run across. While killing in Umbral Plains for my Paladin's 1.5 I collected three of them in the space of two hours, and even that is only slightly higher than others I have spoken to who have hunted in that zone (most say they get one an hour). Outside of one or two spells that have only a single mob dropping them (a SK spell in Chardok and I believe a mushroom in Paludal Caverns drops a singular spell), it does not seem that the few drop only spells are a serious bottleneck to anybody.

Ah ok, makes sense since some spells are for other classes at higher levels.
