I even tried combining A Quill + Arcane Treatment + Divine Treatment to see if a new Quill recipe was created. Nope .

Note - I was able to make other TBS spells. So it's not a problem of Underfoot not enabled.

Since Quill of the Arch Convoker was the first Quill I tried with this Ink Combo, I'm not sure if other Quills work.
