This is a tricky one. Is it a single target debuff or a damage over time without damage?

I think the recipe should be:

Paper
Quill of the Lord Protector
Luclin's Ink Additive
Debilitating Thickner
Ink of Innoruuk

Inks: I also tried an extra Ink of Innoruuk since there are two identical hate effects list and an Ink of Pain for the damage reduction recourse effect. No combination of these worked.

Thickener: I also tried an Extending Thickener with all the ink combos listed above in case this was seen as a damage over time effect.
