Is there any place to farm fire emeralds reliably?

I checked Magelo for you. The general answer is "no". However the one zone where the specific mobs have dropped the gem numerous times is Old Sebelis. The rate of drop is about 2 percent.

Fire Emeralds are sold by some jewelry vendors with only 10% markup over price they pay if you sell some FEs back.

Rather than trying to find mobs that specifically drop FEs, you are better off finding any place where you can get decent loot drops and then buy the FEs.
